Vietnam's Communist Party committee calls for disciplinary actions against labor minister

Labor minister Dao Ngoc Dung has committed violations involving a scandalous business and should receive disciplinary actions.

The Party’s Central Inspection Commission on Friday said the Party Committee of the Ministry of Labor, Invalids and Social Affairs had violated democratic centralism principles and neglected management, allowing the ministry and certain other organizations and individuals to severely violate Party regulations and the law, regarding mechanisms and policies on vocational training, as well as bidding packages by the Advanced International Company (AIC) and other businesses that are part of AIC's ecosystem.

"Such violations have severely affected the results of the vocational training development strategy, causing severe consequences that are hard to be amended; posing heavy risks of losses to the money and property of the State and social resources; negatively affecting the reputation of the Party and the state, to the point that disciplinary actions need to be considered," the commission said.

Over the last two years, AIC has been put under investigation repeatedly for bidding violations. Recently, the former Party Secretary and former chairperson of Bac Ninh Province had been arrested over alleged violations regarding AIC's bidding violations at the Medical Construction Project Management Board under the provincial Department of Health.

In December 2023, several AIC personnel were accused of committing violations at the Vietnam Cybersecurity Emergency Response Team (VNCERT) under the Ministry of Information and Communications.

In 2022, criminal investigations were launched against violations committed at the Dong Nai General Hospital, the Quang Ninh Department of Health, the HCMC Bio-technology Center, all relevant to AIC.

Its president Nguyen Thi Thanh Nhan has been accused of committing violations in various cases, but has escaped and is being internationally wanted.

The Party commission said the responsibility for the labor ministry's violations lies at the Party Committee of the ministry for the 2011-2016 and the 2016-2021 terms. It requested the Party Committee of the labor ministry and other Party organizations in relevant units to cooperate with each other and deal with Party members, before reporting the matter back to it.
