Lai The Tan, 31, and Nguyen Thi Khanh Ly, 28, are being probed for organizing and brokering services to help others go abroad illegally, the provincial prosecutors’ office, Ha Tinh People's Procuracy, announced Sunday.
Initial investigations have found that in October, Tan and Ly boasted that they could send people illegally to the U.S. to work for $65,000 per person.
Customers would pretend to be traveling to Chile, then flee to the U.S., they said.
At least two individuals in Ha Tinh, Nguyen Kim Hoang, 26, and Pham Thi Xoan, 31, are believed to have given money to Tan and Ly to go abroad.
In mid-November, Tan was arrested by police at the Noi Bai International Airport in Hanoi while completing departure procedures for Hoang and Xoan to fly to Chile.
