Phan Van Nen, 21, is being held for "intentionally causing injury" after the boy suffered 48% burns.
Police said on July 7 Nen was drunk and became angry with the boy for being "naughty."
Later, when the boy went to sleep, he doused a tire tube with fuel, set it on fire, and threw it on the sleeping boy.
People in the house extinguished the fire and rushed the child to hospital.
At first the boy’s 20-year-old mother tried to shield for her husband, telling the police the child had "accidentally fallen on an oil lamp."
The boy has been transferred to HCMC’s Children’s Hospital where he remains under treatment.
Doctors said it could be fatal if 30-40% of a person’s body is burned in a fire.
