People in Chuong Duong Ward of Hoan Kiem District have climbed a fence to escape locked-down or receive goods from outsiders.
The entire Chuong Duong Ward of Hoan Kiem District, home to 23,000 residents, has been locked down starting July 31 following the detection of a high-risk coronavirus case.  To control the area and stop people from coming into close contact with outsiders, the local authorities must install barbed wire along Hong Ha Street on the afternoon of August 1.
