"I started from Hanoi 15 years ago. Then check other locations around the country. My personal choice is Vung Tau - nice mix of resort and gas/oil/port city with a lot of international underwater cables coming. Quite close to HCMC in case you need to travel overseas. Number 2 is Quy Nhon - calm, cheap, wonderful nature, 15Tb cable overseas. But not so easy to reach in/out (my personal choice is a train to HCMC and back)."
