"It's a good idea, but the focus needs to be on fluency in speaking, not the current "memorize your way to IELTS" which has led to profiteering bad actors, and a general talent drain in teachers. Establish reputable centers, don't push students into test preparation, highlight general English courses, don't take shortcuts, listen to educators, and we might get somewhere."
