Police in the southern province’s Long Thanh District said Duong Hua Hoang Van, Nguyen Truong Xuyen, both 19, and 16-year-old Nguyen Van Gia Kiet and Cu Thuong Hai, "violated road traffic safety rules."
On Tuesday afternoon, a video lasting more than one minute was posted on social media, showing two boys driving a motorbike into the car lane of National Highway 51 while "popping" a wheelie.

Police later identified the four boys and summoned them.
They admitted that Van drove the motorbike with Kiet in the backseat and two younger boys drove another motorbike to make the video.
They said they made the video to show off on Facebook.
