Official arrested for deadly, drunken hit-and-run

A central Vietnam land official has been arrested for killing a cyclist while driving drunk and then driving away, dragging the victim's bicycle for 5 km while she died on the road.

Police in Thanh Hoa Province announced on Friday that Le Van Tho, 29, who works at the land right use registration office in Hoang Hoa District, had been put under house arrest for two charges related to the incident: "disturbing public order" and "violating road traffic regulations."

According to police, on the night of Sept. 13 last year, Tho was driving a five-seat car in the province’s Thanh Hoa City after drinking when he hit Nguyen Thi Huong, 42, who was riding an electric bicycle in the same direction.

The collision threw Huong to the street and killed her, but Tho did not stop his car.

Instead, he let her lie on the road and drove away, with her bicycle stuck to the front of the car.

He dragged the bicycle for 5 km down several streets.

Passers-by chased after him and filmed the scene.

Witnesses eventually made him stop and citizens reported him to the police.

It was confirmed later that he had 1,089 mg of alcohol per liter of breath when he struck the woman.
