Man killed as drunk driver runs car over him

Police in central Vietnam have arrested a 23-year-old woman who drove a car while under the influence of alcohol and fatally hit a man standing on a street.

According to the police, Phan Thi Ngoc Minh was driving on National Highway 1 in Cam Xuyen District, Ha Tinh Province, at 1:40 a.m. on Jan. 13.

At the same time Le Ngoc Quang, 34, had stopped his truck by the side of the road to check some fault.

When he had just got off the truck, Minh approached him from behind and ran over him, killing him instantly.

Her car then rammed the side of the truck and got stuck there.

Minh was later found to have 0.385 mg of alcohol per liter in her breath.

She told the police she had been heading home in Cam Xuyen District from a friend's birthday party in Ha Tinh Town.

The police said she was too drunk to control the car.

Drivers are not allowed to have any alcohol in their breath. Violators are fined and have their licenses revoked, and evidently face criminal charges if they cause injuries or death while driving under the influence.

The maximum fines, for people with alcohol levels exceeding 0.4 mg/liter, are VND40 million (US$1,640) in cash and revocation of the license for up to 24 months.
