Pham Cao Tri, 39, was detained by Thu Duc police on Monday to be investigated for violations involving a series of traffic accidents on Nguyen Van Tang Street.
Police said later that Tri had an alcohol level of 188.8 mg/100 ml of blood, far higher than the ceiling level of 80 mg/100 ml.

Upon his arrest, Tri told police he had had a drinking party at with friends at a nearby apartment building. Before the series of collisions, Tri said his car had already collided with another car so he could not control his speed.
The series of crashes happened at around 4:30 p.m. as Tri was driving to on Hanoi Highway in Thu Duc.
When he reached an intersection, his car collided with two other cars running from the opposite direction, then rammed into three motorbikes, two on the road and one parked on the sidewalks.

The seven-seat car continued to knock down a wall of a beverage stall before stopping. The series of impacts killed the 18-year-old girl on a motorbike who was a college student, and injured two other people.
Vietnam bans drivers from having any amount of alcohol. Violators will receive cash fines and license revocation, or face criminal charges if causing injuries to other people or death.
The maximum fine for drunk driving, for those with alcohol levels exceeding 80 mg/100 ml of blood or 0.4 mg/liter of breath is VND30-40 million (US$1,230-1,640), and 22-24 months of license revocation.
