Tu, 47, has committed violations in site clearance and relocation of several projects in the city, causing "serious consequences," the commission said Thursday.
The violations have made state management and administrative reform in the land and construction fields in Thu Duc City remain "ineffective," affecting people's rights and causing negative public opinions to the reputation of the Party and state agencies, it said.
There are four levels of disciplinary actions for Vietnam's Communist Party members: reprimand, warning, demotion and expulsion.
Tu has been vice chairman of Thu Duc District People's Committee since 2013.
In early 2021, he was elected vice chairman of Thu Duc City People's Committee after Thu Duc was established as a "city within a city" on the basis of merging Districts 2, 9 and Thu Duc.
