A two-minute clip posted on Nov. 21 shows him quarreling angrily with the foreign man after he threw a styrofoam lunch box and a water bottle on the road.
The foreigner had told him to pick them up and put them in a trash can, and this had set him off.
The incident was filmed by a passer-by who posted it on social media.
Many netizens criticized the driver’s aggressive response.
A spokesperson for the taxi company for whom the driver works said he was suspended for a month, and described his actions as "wrong" and "offensive," VTV reported.
