The National Center for Hydro-Meteorological Forecasting reported heavy rain overnight and Tuesday morning in several northern locations, including Hung Yen with 191 mm, Hai Phong 139 mm, Quang Ninh 128 mm, and Ninh Binh 114 mm.
For Hanoi, rain, moderate rain, and thunderstorms are expected from Tuesday morning through Wednesday, with total rainfall of 30–60 mm and some areas potentially receiving heavy rain of over 90 mm. Thunderstorms may bring tornadoes, lightning, hail, and strong wind gusts.

Around 10:00 a.m., several sections of the Mai Dich Interchange near the overpass experienced heavy congestion as a large volume of vehicles converged, causing slow movement along Ho Tung Mau Street.
The interchange, which links Ho Tung Mau, Pham Van Dong, Xuan Thuy, and Pham Hung streets, typically sees heavy traffic. Jams are particularly common on rainy days, as the area is dense with government offices on streets such as Duy Tan and Cau Giay. The surrounding neighborhood also hosts multiple universities, including Thuong Mai (Commercial) University, Hanoi National University of Education, Vietnam National University, and the Academy of Journalism and Communication.

Despite leaving home early, many commuters still couldn’t reach their offices as traffic jammed nearly every intersection.
Do Thuy Linh left her home on Nguyen Khanh Toan Street at 7:30 a.m. but didn’t arrive at her office on Kham Thien Street until 8:34 a.m., missing her clock-in time by four minutes.
"That means I lost [a part of] a day’s pay stuck on the road because of the rain and traffic," she said.

At 9:00 a.m., traffic on Hoang Quoc Viet Street was gridlocked in both directions. Motorcyclists threaded between cars in search of a way through as vehicles inched forward in the rain.

Traveling from Vinh Tuy to Cau Giay wards, a woman named Thu Hang said she is currently "standing still" on Nguyen Ngoc Vu Street, unable to turn around as traffic is jammed in every direction.
"The traffic is very chaotic," she said.

On Kim Ma Street, traffic flow is inching forward, with commuters covering only about one kilometer in 40 minutes due to the narrow roadway and barriers at the metro construction site.
On Road 70 past the Tan Trieu campus of K Hospital, which specializes in cancer treatment, vehicles have been severely congested since 7:00 a.m.

Traffic on Vo Chi Cong Street toward Ring Road 2.5, Hoang Quoc Viet, and Buoi streets is congested in both directions, with vehicles crawling forward. Vo Chi Cong is the main route connect Hanoi downtown and Noi Bai International Airport.
