Heavy rainfall from Typhoon Matmo turned Hanoi’s major roads into rivers on Tuesday morning, with floodwaters rising up to a meter, bringing rush-hour traffic to a halt and recreating scenes from just a week ago after another typhoon.

Typhoon Matmo weakened into a tropical depression over Guangxi Province, China, at 7 a.m. Monday. By 3 a.m. Tuesday, its circulation combined with high-altitude wind convergence to bring heavy downpours to northern Vietnam.
