Huong, 22, jumped 13.68 m Wednesday night to finish behind Japan's Mariko Morimoto (14.6 m) and China's Rui Zeng (14.1 m).
She became the first Vietnamese to win a triple jump medal at the tournament and it was Vietnam's first medal in the competition.
She improved with every attempt, jumping 13.12 m, 13.47 m and 13.57 m before clinching the medal.
Huong beat Thai triple jumper Parinya Chuaimaroeng, who recently won the SEA Games gold medal and silver in the 2018 Asian Games. At the SEA Games, Huong only managed a bronze with a jump of 13.46 m.
The 2023 Asian Athletics Championships is taking place from July 12 to 16 at the Suphachalasai Stadium, Bangkok, with more than 40 countries taking part.
Athletes taking part can qualify for the 2024 Paris Olympics.
Vietnam sent 20 athletes to the event.
Ace runner Nguyen Thi Oanh only managed fifth place in the women's 1,500 m while Nguyen Tung Lam and Tran Dinh Son failed to qualify for the men's 400 m finals.
