Around 4 p.m. on Sunday, Nguyen Thuy Anh was driving a car on the road as the two men, driving on one motorbike and wearing no helmets, kept cutting her off.
"The motorbike was swerving, changing lanes, cutting off the cars in the same direction," Anh said.
Any car that honked was kicked and punched in the glass by them, she said.
When Anh slowed down, the two continuously kicked the side of her car and then sped up and braked sharply. Anh said she had to carefully manage the situation to avoid a collision.
However, the two men deliberately made a scene as if they fell off the motorbike to create a fake collision and requested her to get out to talk.
"I didn't get out, and when I yelled that I was calling the police, they approached the window, cursing and threatening to kill me," Anh said.
Then, another car going in the same direction overtook them and the two continued to drive their motorbike to block that car as they kept cursing, pulling and tugging at that car's window.
As the driver of that car got out, one of the two men rushed over and assaulted the driver.
Hanoi police have identified the two men, aged 38 and 44, and summoned them for further investigation.
Hanoi’s Ring Road No.2 has four lanes and runs more than 5 km. Only cars are allowed on the road.
