They are on Le Lai Street, in front of Le Van Tam Park, part of the Cho Lon Bus Station, and a lot on Hai Thuong Lan Ong Street.
Together, they measure 1,500 sq.m and could accommodate 350 cars and 200 motorbikes.
The city Department of Transport had instructed various agencies to review available public lands for building the parking lots.
It has been working on a plan to build prefabricated high-rise parking lots since last year to mitigate the shortage of parking space, especially in the downtown area, resulting in vehicles being parked illegally on sidewalks and roads, affecting traffic and urban order.
More than 20 years since the city approved four underground parking lots in the downtown area, they remain on paper due to lack of funding and disagreement over land issues with private investors.
As of October last year the city had more than 850,000 cars and 7.8 million motorbikes, according to the department.
