The regulation comes into effect on Jan. 1, but the Vietnam Register said its centers would not begin testing for a while without providing specific start dates.
There are 74 million registered motorbikes in the country and an estimated 45 million are on the roads daily.
The ministry has said motorbikes are the biggest source of pollution.
In 2010 the government had instructed the ministry to draft a plan to control motorbike emissions, and wanted Hanoi and HCMC to test at least 80% of the vehicles by 2015.
But the proposal has not been implemented.
