The requirement, which was announced Tuesday, ordered the vice chairmen to join an academic program in their expertise, and to hold a PhD by 2028.
Directors, the chief and deputy chief of staff, assistants and secretaries are also required to complete a master’s degree by 2026.
Hoang, 51, holds a Master of Business Administration degree.
All seven vice chairmen of the company have a masters’ degree in either business or road and bridge construction.
Of the 11 directors of Deo Ca, 10 has a master’s degree and one has a PhD.
Hoang said that the company would reward those who complete their academic requirements and punish those who do not by dismissing them from the current positions and transferring them to other jobs.
The chairman is known to be someone who highly values academic degrees. Last year, he rewarded 10 employees who achieved good results in a master’s degree training program. After the training, five of them were offered to join a PhD program.
"Money can be borrowed, but a company’s culture and human resource are things that must be built," Hoang said at an event earlier.
The company in September established the Deo Ca Institution for human resources development.
Deo Ca has 20 subsidiaries and 6,000 staff. In Vietnam is has completed over 22 kilometers of tunnels across the country, along with 275 kilometers of expressway, six major bridges and 15 toll stations at a total cost of VND100 trillion.
