On Friday afternoon, hundreds of people lined up in the foyer of the Hateco Apollo Xuan Phuong Apartment Building in Nam Tu Liem District to get water.
On September 21 the Da River water treatment company stopped supplying water after discovering traces of oil, which had spilled from the truck.
People have to use various kinds of containers items to store water. Hateco Apollo Xuan Phuong has around 1,000 apartments with 3,000 people.
Nguyen Hoang Tung of the apartment management board, said the company would restore supply soon though as of Friday afternoon it had yet to do so.
The board has set up four water tanks of 3,000-liter capacity in the courtyard.
"If there is still no water tomorrow, we will have to order another water truck," Tung said.
Because the supply of water is limited and the demand is high, people have to wait for hours for their turn.
"I took once in the morning but it was not enough; I had to go back to get more for evening use," Phuong, a building resident, said as she waited for her turn.
This is not the first time the apartment has faced water problems, with residents saying there have been at least three occasions this year when they did not get tap water for three to five days.
Each household is limited to just two buckets of water.
"It's terrible," Phan Bich Loan said, explaining she had to take the afternoon off work to return home to get water.
The water is just enough for cooking, she said.
Many people cannot obtain water and are forced to leave empty-handed.
The Da River treatment facility had said on Thursday that water supply would resume the same afternoon, but that did not happen.
Nguyen Xuan Quy, its general director, said: "We have to regulate and manage the water flow from other sources properly. It takes time to stabilize, and so water supply has not been fully restored in certain areas.
