A US$390 million elevated roadway planned for Ho Chi Minh City’s southern gateway is set to create a new high-speed transport axis, easing congestion while connecting major expressways, urban ports and future metro stations.

The route passes through Nha Be and Hiep Phuoc areas (formerly District 7 and Nha Be District), extending about 8.6 kilometers along the existing Nguyen Huu Tho Road. It connects Nguyen Van Linh Boulevard with the Ben Luc-Long Thanh Expressway.

The project is being implemented by Ho Chi Minh City under a build–operate-transfer (BOT) model, with a total investment of approximately VND9.894 trillion ($390 million).

To carry it out, the city organized an architectural design competition. Proposal code BN01 by a consortium of B.R Design Consulting company and NDA Vietnam company won the top prize.

Under the approved plan, the North-South arterial road will be upgraded on the existing Nguyen Huu Tho alignment and expanded to a width of 60 meters. A four-lane elevated viaduct will be built along the center of the route, with a design speed of 80 kph. Below it will be parallel service roads, three lanes on each side, along with sidewalks. The overall scale is roughly three times larger than the current roadway.

The project runs parallel to the city's fourth metro line (Thanh Xuan-Hiep Phuoc Urban Area), which is planned to pass through southern Ho Chi Minh City.

The project consists of two components. Component 1 uses public investment capital of about VND3.596 trillion for land clearance, resettlement, relocation of technical infrastructure, and completion of interchanges with Nguyen Van Linh Boulevard and the Ben Luc-Long Thanh Expressway.

Component 2 is implemented under a BOT contract with total investment of nearly VND6.3 trillion, including VND1.084 trillion (17%) from the state budget. This section is approximately 7.3 kilometers long and mainly involves building the elevated viaduct combined with road widening.

The elevated roadway solution was selected to create a stable, high-speed traffic corridor by minimizing intersections. Vehicles traveling on the elevated roadway will be subject to BOT tolls, while the surface roads below will continue to serve local travel needs.

Green spaces, including trees and ornamental plants, will be planted beneath the viaduct along the parallel roads to enhance the streetscape.

Noise barriers will be installed along elevated sections to reduce impacts on nearby residential areas.

Scheduled for implementation through 2028, the North-South arterial road will connect central Ho Chi Minh City with South Saigon and the Hiep Phuoc port urban area, while improving the efficiency of major transport corridors such as the Ben Luc-Long Thanh Expressway, Ring Roads 3 and 4, and Phu My 2 Bridge.

The city is also accelerating three BOT projects to upgrade National Highways 1, 13, and 22, following a model that separates tolled main routes from parallel roads for slower traffic.
