Traffic at intersections became chaotic as vehicles did not follow traffic signals, and many pedestrians moved from the sidewalks onto the road.

The rain stoppped after 9 a.m. While water receded quickly on Le Duan Street, it drained more slowly on other parts of the city.

Many people had to push their motorcycles to repair shops as traffic gradually returned to normal.
