Three years after being created, a walking path next to Hanoi's To Lich River is now degraded and full of trash.

The entry to the road, located next to the Nguyen Chi Thanh overpass, is full of trash. Barriers have been erected in the area to block motorbikes from entering during peak hours.

Several road segments are separated by fences of the construction site for the Yen Xa drainage system. Locals said no one had been around to do the construction, and no machines have been seen for a year.

This month, the Hanoi Department of Transport closed off the road to ensure safety at the drainage system construction site. However, there are no warning signs.

"If there is no construction, the fences should be gone so people can get around normally," said Nam, who lives on Lang Street.

A temporary fence is erected over the road, with garbage seen lying around.

Le Van Huu, 60, said the trash has been there for days without anyone coming to collect it.

Weeds invade the area between the road and Lang Street.

A representative of the Hanoi Committee of Infrastructure and Agriculture, the project's main investor, said the road may continue to be segmented until the end of next year.
