The suspension of the project follows violations committed by the city’s former leaders.
In 2020, a Hanoi court sentenced Tran Van Minh, 64, chairman of the Da Nang People’s Committee from 2006 to 2011, to 17 years in prison while Van Huu Chien, 64, who occupied the same post from 2011 to 2014, got 12 years.
Both men were found guilty of violating regulations on managing and using state property, causing waste and losses, as well as engaging in wrongdoing in connection with land and public property.
Investigators found the two had signed several documents to illegally transfer land use rights to Phan Van Anh Vu. The court also handed out a sentence of 25 years in jail for Vu, who was already serving a long prison sentence for other crimes.
A building at The Sunrise Bay is still open.
Da Nang authorities have not been able to decide the fate of the project as the former investor had already signed a contract to sell houses to several people.
Concrete foundation pillars are left to rust.
The then Party chief of Da Nang, Truong Quang Nghia, said in June 2020 that the city authorities "are very confused."
"Wrong decisions made by previous leaders have left consequences that might take decades to solve," he said.
