Around 2 p.m., the districts of Nam Tu Liem, Bac Tu Liem, Cau Giay, Thanh Xuan, Hoang Mai, and Long Bien suffered heavy rains. Streets such as To Hieu, Tran Binh, Phan Van Truong, Hoa Bang, Bui Xuong Trach, Nguyen Trai, Nguyen Xien and Nguyen Chinh were inundated by 30-50 cm of water.
In the Xa La urban area, Ha Dong District, water levels were higher than half a motorbike wheel.

A car passing through a flooded section on Nguyen Trai Street stalled and had to stop in the middle of the road, causing congestion.

The National Center for Hydro-Meteorological Forecasting said that Hanoi and many northern provinces received heavy rains due to the influence of a low-pressure area. The rain is forecasted to last until August 5. It is predicted to be particularly heavy on Monday and Tuesday when Hanoi and the delta provinces are expecting 30-60 mm of water. From Monday afternoon to Wednesday, the northern mountainous and midland areas are forecast to experience average rainfall of 60-120 mm, and over 200 mm in some areas.
