In early February, Quang Binh authorities issued a plan to inspect 23 projects in which investors leased public land to build, but which have been delayed and abandoned for years.
The inspection aims to promptly uncover and handle units and individuals violating laws in the field of natural resources and the environment.
Quang Binh is home to beaches and world-famous caves including the world's largest Son Doong.
The five-star Pullman Hotel project invested in by the Hanoi-Quang Binh Tourism Joint Stock Co. in Dong Hoi Town. The investor leased the land in 2016 and expected to complete the work by the end of 2019, but until now the project has only reached the stage of completing the framework.
The Pullman Hotel project lies next to Bao Ninh Square. Its front faces the beach and Vo Nguyen Giap Street. Costing VND1.1 trillion (US$46.1 million), the hotel site covers 5.6 hectares of land.
Work has recently been resumed at the project but with very slow progress and with just a few workers inside.
Standing nearby the Pullman Hotel is the Saigon–Bao Ninh tourism site invested in by the Sai Gon–Quang Binh Hotel & Resort.
Approved in 2009 to be built on an area of 4.25 hectares, the project was set to start operation in 2020 but until now only its main item, a 19-floor hotel, has been built.
Though work on the project has been stopped, the crane and the scaffolding system are still attached to the building.
A group of guards is tasked with keeping watch over the project. One of the guards said he has not been paid for several months now.

The project was approved in 2017 on a total area of 8.5 hectares. Costing VND360 billion, the investor has just finished building a concrete road while the rest of the project still remains a vacant land.
A security guard said four people were hired to look after the land to prevent others from dumping garbage into it.
The Indochina Quang Binh Resort project in Quang Phu Commune of Dong Hoi Town was approved in 2009. Its investor, Indochine In Mid Vietnam JSC, received the land in 2010 and after many times of applying for permission to adjust the scale of the project, it is now scheduled to be completed by the end of 2025.
However, no construction work has begun on the land of more than seven hectares.

According to Quang Binh’s Department of Planning and Investment, the province has 173 projects that have fallen behind schedule for many years, accounting for 22% of the total number of approved projects.

After the inspection is completed, the provincial authorities will withdraw the public land and charge the investors with causing waste.
