By Monday afternoon, heavy rain continued to batter Hue as water levels in the Huong and Bo rivers rose quickly, flooding 32 of the city’s 40 communes and wards, with some areas submerged up to 1.5 meters. Rail and road traffic through the city came to a standstill.
Floodwaters engulf motorbikes belonging to residents of an apartment complex in Vy Da Ward, part of the An Van Duong urban area. This low-lying section of Hue City is frequently inundated during periods of heavy rain and flooding.
Dien Bien Phu Street, located in downtown Hue, was submerged under 30–50 centimeters of water after the Huong River overflowed, causing numerous vehicles to break down.
Ho Hoang Thi, a mother from An Cuu Ward who had given birth just seven days earlier, saw her home submerged under 0.8 meters of water. She was assisted by traffic police, who helped move her to higher ground.
Authorities in Loc An Commune also assisted an elderly woman in evacuating after her home was inundated by floodwaters.

In Khe Tre Commune, flash floods swept away part of the Le No Bridge leading to Village 1, cutting off access and isolating hundreds of households across three villages.

Red mud poured over a small bridge in Son Ha, a mountainous commune in Quang Ngai Province, cutting off local travel. Continuous heavy rains on Sunday and Monday caused several small bridges and spillways along the Rin and Tra Bong rivers to flood.
In Son Ha Commune alone, seven locations were submerged, leaving hundreds of households isolated.
About 20 km away, the old Rin River Bridge in Son Ha Commune, Quang Ngai was flooded 0.7 m with many tree branches stuck in the flood. The bridge is 150 m long, connecting the center of the old Son Ha District with many mountainous communes in Quang Ngai. The locality has built a new bridge, located 800 m away, but many people still choose to use this one.
In addition to the Rin River Bridge, many locations in the border area between the mountainous and land areas of Quang Ngai Province were also flooded. Thach Nham Bridge was flooded over 1.6 m deep, Hanh Minh - Hanh Nhan Bridge was flooded about 0.5 m. On rivers like Ve, Tra Khuc and Tra Bong, many bridges and spillways were flooded. The authorities have organized checkpoints to direct traffic.
The road in Tra Xuong Village, Tay Tra Commune, had a 4 m long landslide, with a width equal to half the road surface. The collapsed position creates a 4 m deep hole that continued to be flooded. According to statistics from Quang Ngai, by Monday afternoon, the province had 30 landslides due to heavy rain and floods.
A group of people crossed the landslide point on Lo Xo Pass to deliver supplies to people who have been trapped for the past two days because cars and trucks could not pass through the landslide point on National Highway 14 in the west of Quang Ngai. Previously, vehicles were forced to stop, forming a long line due to landslides on National Highway 14 through Dak Plo and Dak Pek Communes.
In addition to National Highway 14, dozens of roads in the mountainous area of Quang Ngai are also experiencing landslides, with rocks and soil flowing onto the roads, causing traffic jams.
