Khanh Hoa Province authorities started work on the dam to keep salinity out of residential and farming areas in September 2020.
To cost VND760 billion ($32.8 million), the dam was originally scheduled for completion late last year but remains unfinished since lands required for its construction are yet to be acquired.

The project, costing US$72 million, including a $60-million loan from the World Bank, was started in 2019 to improve the water environment and has four components: a wastewater treatment plant, a water pumping station, upgrades to a road, and an embankment along the Cai River.
It was set to be finished last December.
The wastewater treatment plant was built in December 2021 at a cost of more than VND300 billion.
The three-hectare facility has a capacity of 15,000 cubic meters per day. It has reached nearly 80% of its capacity.
Several houses that are supposed to be removed for the construction of the plant.
Out of 34 households, 22 have agreed to relocate while others are still dissatisfied with the compensation.
Now, the site clearance for the factory has been delayed to be completed by the end of next month for the project to be put into a trial operation in February 2024 and completed before June 31, 2024.
The water pumping station was scheduled to be built in November 2021 with a capacity of 10 cubic meters per second.
But it remains stuck at the land acquisition stage.
Eighteen households had to relocate, but so far only 12 have agreed to move.
Khanh Hoa hopes to relocate all of them by Sept. 20.
Renovation of Chu Dong Tu Street was set for completion in late April.
It too has fallen behind schedule after only 23 of 72 families living on it agreed to move.
