Floodwaters rose halfway up motorcycle wheels, leaving many broken down on Thong Nhat Street in Phan Rang Ward, which was Phan Rang–Thap Cham City of Ninh Thuan Province before Vietnam's administrative mergers in July.

About 500 meters of the road was submerged, paralyzing traffic.

According to the Khanh Hoa Hydrometeorological Center, the province has experienced moderate rain on Wednesday, with some northern and western areas seeing heavy rain and thunderstorms. Total rainfall ranged from 20–60 mm, and up to 90 mm in the western region. The downpour heightened the risk of flash floods and landslides in several communes and wards.

Water flew into several houses along Hoang Hoa Tham Street, forcing residents to put their belongings to higher ground.

Phan Rang was among the most heavily affected areas during the recent floods in the south-central region.

On Nov. 17, prolonged flooding forced industrial parks in the area to halt operations, leaving thousands of workers idle.

In Vinh Hai Commune, about 15 km from Phan Rang, some roads were flooded up to 50 cm. The police, along with public security forces, were mobilized to guide residents, students, and vehicles through the flooded and low-lying areas.

Nguyen Van Que, the commune's chairman, said local authorities had notified schools in the area to let students stay home on Wednesday afternoon to ensure safety.

Khanh Hoa Province, home to the popular beach town Nha Trang, earlier issued warnings of a new round of flooding expected to last until Thursday following forecasts of prolonged heavy rain.

The provincial People's Committee issued the directive on Tuesday, instructing all relevant departments and agencies to proactively prepare and implement response plans ahead of the severe weather.

According to the provincial Hydrometeorological Station, Khanh Hoa will experience moderate to heavy rain from Tuesday afternoon through Wednesday, with total rainfall expected to reach 50–120 mm, and some areas potentially exceeding 180 mm.
