She is set to be charged in court on Wednesday. If convicted of theft in dwelling, she faces up to seven years in jail, a fine, or both, The Straits Times reported.
Security footage from March 15 showed her leaving a cosmetic store without paying for two bottles of perfume.
Store staff later discovered the items were missing and reported the incident to the police.
A security officer quickly detained the woman before she could leave Singapore, Mothership reported.
When confronted, she handed over one perfume bottle, but a search of her bag uncovered three more.
Initial investigations revealed she had also stolen two additional bottles from another retail shop in the terminal's departure hall.
The total value of the stolen perfume was approximately S$742 (US$556).
In January, an Indian woman was detained for stealing perfume bottles and souvenirs worth more than S$1,100 (US$730) at Changi Airport.
