The 29-seat bus was traveling along National Highway 27 at around 3:30 p.m. when it flipped over at the Khanh Le Pass in Khanh Vinh District.
The 23 people were then trapped inside the bus, screaming for help.
Many were injured, and some tried to break open the door to get out of the vehicle.
Four Chinese passengers were killed in the accident, while another 10 people were injured.
Following the incident, police forces and medical personnel were dispatched to the scene, and those injured were taken to Khanh Hoa General Hospital for treatment, according to Khanh Vinh District authorities.
"Initial reports revealed that the vehicle’s brakes were damaged," a Khanh Vinh official said.

Nguyen Van Dan, director of the Khanh Hoa Department of Transport, said the driver tested negative for alcohol and drugs.
At the point of the accident, the bus was traveling at 46 kph, according to authorities.
An investigation into the accident is ongoing.
The Khanh Le Pass, spanning 33 km, is located along a mountainous national highway section that connects the central beach city of Nha Trang to the former French hill station of Da Lat in the Central Highlands province of Lam Dong.
Due to its multiple sharp turns and high cliffs, several major accidents have happened in the pass area.
