Traffic situation: Using his phone while riding, Hanoi man falls off motorbike

Traffic situation:

Dashcam footage shows a man riding through dense traffic on Ho Tung Mau Street in Hanoi during Thursday’s rain. Amid limited visibility caused by raincoats and congestion, the motorcyclist was distracted by his phone when his handlebar got caught on another bike loaded with bulky goods.

Unable to respond quickly enough, he lost balance and fell to the ground, still clutching his phone. Luckily, he escaped serious injury and managed to get back on his feet shortly after.

Safe riding practices:

The incident highlights the dangers of using a phone while riding a motorcycle, a behavior that endangers both the rider and others on the road due to distracted driving.

Under Vietnam's traffic laws, using a phone while riding is punishable by a fine ranging from VND800,000 to VND1 million (US$30.41–$38) and a deduction of 4 points from the rider's license. In Vietnam, drivers start with 12 points on their license.

If they lose all 12 points, they are prohibited from operating a vehicle and must wait at least 6 months before retaking a legal and road safety knowledge test to regain their points. If using a phone while riding causes an accident, fines can escalate to VND 10–14 million, with a 10-point penalty on the rider's license.
