Ngo Thanh Nghia, 55, vice director of the Cu Lan Village tourism site; Vo Le Thai, 30, and Vo Tan Binh, 35, employees of the site, will be detained by Lam Dong police for four months to be investigated for involuntary manslaughter.
Authorities have yet to announce the exact violations that led to their detainment.
On Oct. 24, Thai was driving a car carrying four South Korea tourists, two men and two women, to sightsee a stream when a flash flood came from upstream and flipped the car. All the South Korean passengers died after the incident, while Thai survived.
The stream at the site is in a valley, and the water is often 30-40 cm deep. After purchasing tickets that cost VND150,000 ($6.18) each, tourists will be driven by car over 8 km of different terrains to sightsee the stream.
The Cu Lan Village is a popular tourist site at the foot of the Lang Biang mountain, over 20 km away from tourist hotspot Da Lat. Following the incident, the site has been temporarily closed.
