Residents of certain blacklisted areas in Vietnam cannot go as guest workers to South Korea under an employment program, the labor ministry said.

The Ministry of Labor, Invalids and Social Affairs said people in certain places in Ha Tinh, Hai Duong, Nghe An, and Thanh Hoa Provinces would temporarily be unable to go to South Korea under the Employment Permit System since too many from there went to that country in the past and have illegally overstayed there, Vietnam News Agency reported.

The blacklisted places are Ha Tinh’s Nghi Xuan and Cam Xuyen Districts, Hai Duong’s Chi Linh Town, Nghe An’s Cua Lo Town, Nghi Loc and Hung Nguyen Districts, and Thanh Hoa’s Dong Son and Hoang Hoa Districts.

The EPS scheme blacklists places from where at least 70 people or 27% are illegal overstayers in South Korea.

But it would not apply to workers in fisheries, those who have already traveled to South Korea under the program and returned to Vietnam in time and illegal aliens who willingly returned home.
