President Biden arrives in Hanoi

U.S. President Joe Biden arrived in Hanoi on Sunday afternoon for a two-day state visit upon the invitation of General Party Secretary Nguyen Phu Trong.

The Air Force One carrying President Biden landed at Noi Bai Airport at 4 p.m. on Sunday.

After landing, Biden in a dark blue suit and dark glasses stepped down to Noi Bai airport. He stopped for a few seconds to greet people and receive a bouquet of flowers from a Hanoi student.

There is no rain at Noi Bai this afternoon and the temperature is about 31 degrees Celsius.

Receiving Biden and his delegation at Noi Bai Airport included member of the Central Party Committee and head of the Central Foreign Affairs Committee Le Hoai Trung, Deputy Minister of Foreign Affairs Ha Kim Ngoc, Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan, Vietnamese ambassador in the U.S. Nguyen Quoc Dung, Head of the Directorate of State Protocol Nguyen Viet Dung, U.S. ambassador in Vietnam Marc E. Knapper, along with other officials and employees of the U.S. Embassy in Hanoi.

Following ceremonial procedures and exchanges with Knapper, Biden and his delegation traveled to the Presidential Palace to attend the official reception ceremony.

At 4:30 p.m., the entourage carrying Biden and his delegation crossed the Nhat Tan Bridge and traveled towards downtown Hanoi. The entourage included traffic police motorbikes and numerous cars. The entourage traveled on multiple Hanoi streets before ending up at the Presidential Palace. Along its path, other vehicles were temporarily banned.

People watched the entourage from about 10 m away from the other side of the barriers. Numerous forces, including the police, militia members and volunteers, were present to ensure security. High-rise buildings and houses had their windows closed and blinders down, while certain restaurants and shops were restricted.

General Party Secretary Nguyen Phu Trong is expected to hold a dialogue with Biden at the headquarters of the Central Party Committee later on Sunday.

On Monday, Biden will meet with Prime Minister Pham Minh Chinh, and the two leaders will attend the Vietnam-U.S. High-level Conference on Innovation and Investment. The same day, President Vo Van Thuong will receive Biden and host a state banquet to welcome him.

The visit on September 10-11 is Biden's first to Vietnam since taking office in early 2021. It comes as Vietnam and the U.S. are celebrating 10 years of Comprehensive Partnership.

Accompanying him are State Secretary Antony Blinken, National Security Advisor Jake Sullivan, Special Presidential Envoy for Climate John Kerry and Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink.

During the visit, Biden will meet with Party chief Trong and other high-ranking Vietnamese officials, said Vietnamese ambassador to the U.S. Nguyen Quoc Dung, adding that the two countries will review their Comprehensive Partnership and set out a vision for the relationships for the future.

President Biden is the second U.S. president to visit Vietnam during his first presidential term since the two countries normalized relations in 1995, following Donald Trump.
