The police busted a house in Viet Sing residential area in Thuan An on Friday and found 18 people gambling.
They confiscated around VND382 million (US$16,150) as well as $700 and 27,000 Taiwanese Dollars ($863).
It is unclear what the nationalities of the foreigners are.
The police said that the group operated professionally, with members being given different tasks. They change locations and gambling time frequently to avoid being arrested.
Most members are foreigners working in Binh Duong, and the police are still investigating.
Gambling is illegal in Vietnam, except at certain casinos which are mostly only open to foreigners.
Any person who illegally gambles in Vietnam could face up to seven years in prison, and running gambling dens could result in up to 10 years of imprisonment.
