As the defending champions, U23 Vietnam are the first seeded team at SEA Games 31 for both men's and women's football.

Along with Vietnam, Thailand are also the first seed, having won 2017 SEA Games. That means, Vietnam and Thailand will not be in the same group.

The group stage draw will be conducted on April 6 and the organizers will divide 10 teams into two groups.

Group A matches will take place at Viet Tri Stadium in the nearby Phu Tho Province, while the matches of group B will be played at Thien Truong Stadium in Nam Dinh. The group stage will take place from May 6 to 16.

For women's football, Vietnam are also seeded first with Thailand.

SEA Games 31, with 40 sports, will take place from May 12 to 23. It will be held in Hanoi and 11 northern Vietnam provinces. There will be around 10,000 participants.

Both the men's and women's football team won the gold medal at SEA Games 30 in the Philippines in 2019.
