Local governments need to help businesses resume operations by prioritizing vaccination for their workers and approving their work plans, according to a directive from Prime Minister Pham Minh Chinh.

"Provinces and cities need to make convenient regulations to resume manufacturing and business, especially in localities where the pandemic situation is still complicated".

They need to consider resuming essential activities and make plans for workers to travel between localities with safety measures in place, it said.

He tasked the Ministry of Health with drafting regulations for safe social distancing, distributing vaccines quickly and businesses to access test kits.

He instructed the Ministry of Transport to ensure smooth flow of goods and penalize those who prevent it.

Authorities should create favorable policies for foreign experts and workers to enter Vietnam, he said.

After months of lockdowns many companies, especially in the south, are starting to resume operations but complain about labor shortages and supply-chain disruptions.
