National Assembly sets 10% GDP growth target for 2026

The National Assembly has set a GDP growth target of 10% for next year, which will take per capita income to US$5,400-5,500.

The targets, set in a resolution issued Thursday morning, were approved by 90.5% of lawmakers. This year’s targets are 8% and $5,000, up from $4,540 last year.

Members also urged the government to prioritize both growth and macroeconomic stability and keep inflation at 4.5% or lower.

Monetary and fiscal policies are to be managed flexibly and expanded appropriately, with clear priorities.

"Credit flows should be directed toward production and business sectors, while credit to risk-prone areas must be controlled."

The government is also required to effectively manage the gold, real estate and securities markets, prevent tax leakage, particularly in e-commerce, food and beverage services and retail.

Public debt and budget deficit levels must be controlled to create room for mobilizing resources, including the issuance of government bonds to fund key projects.

Bottlenecks affecting public investment need to be cleared and disbursement accelerated from early 2026, especially for key national projects and target programs.

The setting up of the international financial centers in HCMC and Da Nang and next-generation free-trade zones in selected localities needs to be expedited.

Work on the Lao Cai–Ha Noi–Hai Phong railroad and urban railway projects in Ha Noi and HCMC also needs to be sped up.

Phase 2 of the upcoming Long Thanh International Airport project should be studied for implementation, and construction of Gia Binh Airport near Hanoi must be completed in schedule.

Work on the Can Gio international transshipment port and Hon Khoai Deepwater Port in HCMC should be taken up on an urgent basis.

The country’s energy infrastructure requires the creation of special mechanisms for implementing major projects, ensuring progress of the Ninh Thuan 1 and 2 nuclear power plants and expanding new areas of development like aerospace, the low-altitude economy and underground infrastructure.
