Pham Huy Anh, an Eximbank customer, said in 2013 a bank employee offered to issue debit and credit cards to him.
He received the debit card but never got the credit card, with the employee telling him he did not qualify for one, he claimed.
He only found out about the card in 2017 when he went to another bank to apply for a loan.
It had been used for two transactions worth VND8.5 million in 2013, and by the time he found out interest had taken the due to over VND100 million.
Anh said that the signature in the two transactions were not his and refused to pay the money.
Eximbank said that in the last 11 years it had tried to contact Anh and even sent people to meet him but he had refused to pay.
Anh said he never received any bills from the bank.
A copy of the credit card application in Anh’s name, which VnExpress has seen, shows the email ID column blank, monthly payment to be made in cash and the box saying "Customer does not want monthly notifications" checked.
Anh said the first phone number in the credit card contract is his but not the second, and he never received any notification on the first number.
Eximbank is still working with Anh to resolve the issue.
