The Hai Phong People's Committee has agreed to an initiative to create a bidding profile over land use on three land plots in Do Son District for tourism development.

They include Vung Xec-203 area spanning 20 ha in Van Huong Ward, the Do Son-Cay Dua Center for Rehabilitation and Occupational Diseases, and the land plot spanning from the Hoa Phuong Hotel to the Conference and Union Worker Training Center.

The land lease period has already ended and there has been no document from authorities to extend it, but families in the three aforementioned areas have not returned the land to Do Son District or fulfilled financial duties regarding the land plots. Some families even handed over land use to others on their own.

Spanning from the hotel of the Ministry of Construction to Vung Xec, the area is the most vibrant in Do Son thanks to the sheer number of visitors.

34 families live in Van Huong Ward, including 27 who are allowed to use land for business purposes per one-year contracts with authorities. Seven families however claimed land use on their own and built businesses on the plot.

Restaurants and hotels at the location either have no construction license, or were built differently from how they were approved.

The Cay Dua area lies right next to the coast, next to the Do Son bus station and Van Hoa Street, spanning over 17,000 m2.

While the land lease has expired, 14 families in the area still use the location to run businesses and services.

The land plot from the Hoa Phuong hotel to the Conference and Union Worker Training Center is in an ideal location, spanning 3 ha.

42 families are claiming the area for themselves, illegally building houses, restaurants and hotels for years.

The Hoa Phuong hotel is dilapidated and is no longer functional.

Several degraded structures become temporary shelters for workers, affecting Do Son's image and wasting land space.

The Hai Phong chairman has requested Do Son District to evaluate and void documents that were improperly signed with people, as well as freeing up the area before putting the land on auction. Those who refuse to hand over the land they illegally claimed will be fined and have their land seized by force.

Besides putting 26 ha of land on auction, Hai Phong will help the city's military headquarters with the costs of planting trees for the Ben Nghieng national historical site.

The area currently has certain motels by six families, with a land lease of 17 years (from 2003 to 2020). However, during the land use period, families did not properly fulfill their financial duties, and the use of military land for business is illegal.
