To compile the list, Time Out asked its network of writers and editors across multiple cities to nominate the "vibiest" districts in their hometowns, then ranked them on culture, community, liveability, nightlife, food and drink, and street life.
Time Out describes Bencoolen as an under-the-radar locale that is "scrappy, surprising, affordable, authentic - a standout in a place that leans more polished and curated."
Beyond its arts scene, Bencoolen is highlighted as an underrated foodie spot, mixing old-school eateries with contemporary cafés and offering vintage finds in "old and unassuming complexes" such as Waterloo Center.
Jimbocho in Tokyo tops the list, followed by Borgerhout in Antwerp and Barra Funda in São Paulo.
