Tokyo was third on the ranking compiled by data service provider ECA International.
The rest of the list included Shanghai, Seoul, Dhaka, Taipei, Beijing, Yokohama and Hsinchu.
To compile the list, ECA calculates the average cost for a business trip based on daily essentials including hotel rooms, meals, laundry service, alcoholic beverages and soft drinks, incidental costs and taxis.
"Singapore's early removal of travel restrictions compared to other locations in Asia sparked a rise in demand for travel to the city," the report says.
Globally, New York was the most expensive city for business travel, with the average daily cost of a business trip now standing at $796, followed by Geneva in Switzerland and Washington DC.
