Due to heavy rains on Thursday morning, a series of streets in downtown Vung Tau were submerged by up to 30 centimeters.
Walking her motorbike through floodwaters to reach work, Le Hoai Nuong said she had tried to avoid seriously flooded sections but to no avail.
The floodwaters were high enough to stall her engine.
Living in an alley on Le Hong Phong Street, Nguyen Tri had to move his furniture to higher ground as his house was around 30 centimeters under floodwaters.
"The downpours last for half an hour and the water does not recede quickly enough," he said.
Heavy rains also caused landslides at Nho Mountain along Ha Long Street, sending soil and rock onto the street, burying two motorbikes. No casualty has been reported.

Vung Tau and other places in Ba Ria-Vung Tau Province have recorded heavy rains in recent days under the impacts of a tropical depression in the East Sea.
More rains in the province should be expected in the coming days, according to the municipal Hydro-Meteorological Forecasting Center.
The town of Vung Tau, a tourist attraction lying two hours southeast of Ho Chi Minh City, has increasingly suffered urban flooding after heavy rains.
