Vietnam to require telecom providers to remove illegal online content within 24 hours

Telecommunications providers in Vietnam will be required to block or remove illegal content, services, or applications within 24 hours of receiving an official request, according to a draft amendment to the Cybersecurity Law.

The revised law, currently open for public feedback, was drafted by the Ministry of Public Security. It combines provisions from the 2015 Law on Cyberinformation Security and the 2018 Cybersecurity Law to strengthen Vietnam's legal and organizational framework for cybersecurity.

One article outlines the obligations of both domestic and foreign businesses that offer telecommunications, internet, and value-added services within Vietnam's cyberspace.

They will be required to verify user identities when digital accounts are registered, ensure account security, and provide user data to the Ministry of Public Security’s cybersecurity unit upon request—via written documents, email, phone, or other means.

They must also block or take down illegal content, services, or applications within 24 hours of receiving a request. In addition, providers are required to retain system logs to support investigations and the handling of violations.

The Ministry of Public Security noted that Vietnam's cyberspace has increasingly posed threats to national security, public order, and the legitimate rights of individuals and organizations. Cyberattacks, cyber espionage, and leaks of state secrets have grown more sophisticated and damaging in recent years.

Hackers are continuously updating and improving their malware to launch attacks against Vietnamese agencies, organizations, and businesses. Their targets include the information systems of central government bodies and major enterprises, aiming to collect intelligence and state secrets—particularly in the areas of foreign policy, defense, and security—or to prepare for potential sabotage.

Each year, the Department of Cybersecurity and High-Tech Crime Prevention detects over 2,600 ".vn" domain websites and portals that have been attacked by hackers, often with altered interfaces or embedded malware. Authorities have recorded dozens of cases involving the leak of confidential state documents, compromising hundreds of files and terabytes of sensitive data across ministries, agencies, and localities.

The government plans to present the amended Cybersecurity Law to the National Assembly for review at its 10th session later this year.
