The announcement, made by the office of the Central Party Committee on Thursday, followed the announcement of the exit of former President Vo Van Thuong and former chairman of the National Assembly Vuong Dinh Hue from their positions.
On March 20, the Central Party Committee granted Thuong’s request to step down from his positions as President, member of the Politburo, member of the Central Party Committee, and chairman of the National Defense and Security Council.
The National Assembly officially voted for him to step down the next day. Vo Thi Anh Xuan, previously vice president, is now acting president.
On May 2, the National Assembly granted Hue’s personal request to step down as chairman, after the Central Party Committee approved his resignation.
In accordance with Central Party Committee regulations, a state president and a National Assembly chairperson must have been a member of the Politburo for at least one five-year term, with exceptions approved by the Committee.
The president must satisfy standards for members of the Politburo and the Secretariat. They must be well versed in internal and external affairs, as well as defense and security.
The National Assembly chairperson must have deep knowledge regarding the legal systems of both Vietnam and the world, and effective managerial capabilities, among other skills.
The 13th Party Central Committee commenced its ninth session in Hanoi on Thursday morning.
Later the same day, it added four personnel to the Politburo: Le Minh Hung, head of the Party Organization Commission; Nguyen Trong Nghia, head of the Commission for Information and Education; Bui Thi Minh Hoai, head of the Party Central Mass Mobilization Commission; and Do Van Chien, head of the Central Committee of the Vietnam Fatherland Front.
Hung, 54, has had over 20 years of experience with the State Bank of Vietnam. He became the Deputy Governor of the State Bank of Vietnam in October 2011. He became the governor in April 2016 at 46 years old, the youngest governor of the central bank ever seen. He then became office head of the Central Party Committee in November 2021.
Chien, 62, was previously chairman of Tuyen Quang Province People’s Committee, before becoming the Party Secretary of Yen Bai from 2011 to 2015. He became head of the Central Committee of the Vietnam Fatherland Front in April 2021.
Nghia, 62, has a military career spanning 42 years. Starting 2012, he became deputy head of the General Department of Military Politics. In February 2021, he became head of the Commission for Information and Education.
Hoai, 59, became deputy head of the Central Inspection Commission. She became head of the Party Central Mass Mobilization Commission in April 2021.
