The provincial police announced Sunday that they are investigating the woman for "obstructing road traffic."
According to the initial investigation, the woman placed concrete blocks and stones on Route 482E in Yen Khanh Commune to create space for drying her rice.
A woman riding a motorbike on the route subsequently crashed into the obstacles and died from her injuries.
Police have charged the woman and imposed a travel ban, prohibiting her from leaving her place of residence.
Following the incident, Ninh Binh police issued a strong warning to residents, urging them to "strictly avoid placing or leaving obstacles, stones, scrap materials, goods, or other items on the roadway or sidewalk" for personal purposes, especially at night or in areas with limited visibility.
