Sidewalk renting scheme proposed for Hanoi's downtown district

Hanoi authorities are proposing to collect sidewalk usage fees in downtown Hoan Kiem District, at up to VND240,000 ($9.40) per square meter per month.

The team in charge of devising the proposal, comprising numerous departments and sectors of Hanoi districts, presented before the Hanoi People’s Committee on the issuance of a project to manage, utilize and use the streets and sidewalks, following 10 months of research.

The team proposed the fee for the temporary use of streets and sidewalks to park cars to be up to VND240,000 per square metre per month for certain streets in Hoan Kiem. The lowest fee is VND20,000 per square meter per month for areas in Son Tay Town and certain other districts.

The fees for temporarily using streets and sidewalks to park motorbikes and bikes would be up to VND135,000 per square metre per month for certain streets in Hoan Kiem, and would be as low as VND20,000 per square metre per month for Son Tay areas and other districts.

Using streets and sidewalks for business on the main streets of Hoan Kiem, Ba Dinh, Dong Da and Hai Ba Trung districts, along with food streets and night markets, would incur fees at VND45,000 per square meter a month.

The use of main streets in other inner districts would incur a fee of VND40,000 per square meter a month, and fees could be as low as VND20,000 per square meter a month in suburban districts.

The team has proposed a trial of fee collection in Hoan Kiem District. Following the evaluation of the trial, the city would consider expanding the policy to other districts.

Hoan Kiem is currently the only Hanoi district that allows renting pavements for business purposes, starting in 2021. The fee is VND45,000 per square meter a month, and approval would need to be renewed every six months.

Late last year, Hoan Kiem also proposed similar policies on 10 of its streets, with several locations being located on some of its pedestrian streets, including Dinh Tien Hoang, Hang Khay and Hang Bai.
