Huynh told the police he was riding his motorbike on Nguyen Ai Quoc Street on Monday when he collided with another motorbike at an intersection.
Huynh then parked his motorbike in the middle of the road and repeatedly punched and kicked the fellow rider. Passersby tried to intervene, but Huynh did not cease his assault.
The ordeal was captured by dashcams, and the footage later went viral on social media.
