The man, 30, borrowed the vehicle from a friend, police said Tuesday.

While driving on National Highway 22 in the outlying in Hoc Mon District on May 15, he continuously turned on the vehicle's flashing light system, which is similar to stage lighting.

Dazzled drivers recorded and posted videos on social media to report the incident.

Questioned by the police, the driver claimed that turning on the lights multiple times was unintentional, while the car owner, 37, has now removed the non-compliant lighting system and pledged not to repeat the offense.
